Japanese Consul states that on April 23rd Netherlands Minister signed an extraterritoriality Treaty with Minister for Foreign Affairs contents

unknown.

2. Although I saw Netherlands Minister lest night prior to his departure for Peking and gave him every opportunity he told me nothing of this: and as he evidently was not disposed to be communicative

I did not ask him. His secretiveness is curious.
